Hi! I believe it is probably R.H Nibbs. Here are some assorted pieces (one for an oil) and some comparable values with dates and information. What you need to determine, however, is if this is an original print (by his hand) or an afterstrike and for that is should be seen. You could always take it into a local fine local art gallery or contact Swann Gallery as they specialize in prints. Good luck and I hope that this helps!
