It is ok to disobey authority when by obeying you will be forced to harm someone else or treat someone else in an abusive manner.
It is ok to disobey authority when the authority is trying to enforce unjust laws - that is where the role of civil disobedience comes in. I wouldn't ever advocate violence but I would (and have) protested laws and governmental actions that I have considered unjust.
It is ok to disobey authority when the authority is requiring you do perform an act (or stop performing an act) which will cause you to do something that is expressly against your religious beliefs - as long as your action or inaction in the name of your religion will not bring harm to another person.

When the authority makes no sense. While we live in a community, we still have to use common sense. When the so called authorities are obvious wrong I feel no obligation to obey them at all. The common good is often just an excuse to futher erode our rights for the benefit of the fat cats. Civil disobediance is often the only tool left to us, Gandhi showed us that.

When the person in authority asks you to do something that goes against your ethical beliefs yes... what this question really boils down to is moral, ethical and personal beliefs IMHO. But we are bound by the laws in which we live by.

When they want you to do something destructive or immoral or inflict pain on yourself or someone else (I just noticed all those things go hand in hand...). Disobey when you know what you're supposed to do is wrong and it goes against your gut feeling, not when you just don't want to obey.
