In either the dog should be being baited looking forward -- sometimes as the judge walks down the line the dogs will sort of glance up at them, that is fine, but they should be kept in the best possible position which is stacked properly and showing good expression and neck arch (depending on breed actually but you should know your breed) -- in Juniors YOU will also keep an eye on the judge but the dog doesn't have to :) What breed(s) do you show?

The judge is looking at the dogs' structure and topline. Is the dog the best example present of what the breed should be?Unfortunately the best dog doesn't always win. The conformation ring is a tad political. If the right person is not on the other end of the lead, the best dog may not be picked.

Conformation the dog is supposed to remain looking straight at it's owner. Most handlers use a small treat or toy in their hand as bait to keep the dog's attention, and in most rings this is permissible.

On the handler. They're trying to get the picture of the dog "stacked" and if it turns toward them, that messes up the stack.
In junior showmanship, they're watching how you handle the dog, so keeping it focused on you would be preferable.

Genrally, the dog is being baited by the handler, so the dog would not be looking at the judge.

they like for the dogs to focus on the handler. this gives them a good look at stance, line and size of animal. i guess to compare it in their mind's eye to the specific breeds standard
