i agree with the others that say you should not get a puppy at this time since you probably will not be able to pay for vet bills etc, however, I understand that this was not the question. You weren't asking their opinion, but where to get one.

I live in Asheville and from personal experience where the local adoption place would not approve me for a pet because I live in a mobile home -- I learned to search elsewhere even though I really wanted this one dog from them.

The first place for you to look is the IWANNA. They have a large amount of pets that are free. Some have even gotten their shots and been dewormed, etc. Also put an free post for a wanted pet on the local Freecycle group. Just look for freecycle.org. Check on Asheville craigslist and lastly look on the supermarket bulletin boards, and the local petsmart.

Like I said, I really suggest that you wait until you are able to afford to take care of it. I was able to get a dog but it got fleas and my goodness the expense and work in trying to get rid of them. good luck to you.

For free? You've got quite a wish list with no money to spend. First, unless you plan on being an irresponsible owner from the start, it takes money to properly care for a dog, much more for a puppy. Breeders that intentionally breed the tiniest dogs don't do it so they can give them away. They do it so they can make as much profit off each puppy as possible. The only place you'll find a purebred dog for a reasonable price, is from a shelter, and they don't give them away either. Wait until you can actually afford a dog

Your best bet is to probably look in the classified section of your local newspaper.

However, if you are unable to afford to buy a puppy, you should seriously consider whether you will be able to maintain a puppy that you got for free. Pets cost money to keep, just like children. You should make sure you will have room in your budget for food, toys, accessories like leash and collar, as well as vet bills from vaccinations, spay/neutering, deworming and any emergencies that may occur.

With all due respect, if you are unable to work, how are you up to caring for a puppy if you cannot handle a job, physically or emotionally? how will pay the gazillion bills, including vet bills, that come with a puppy? Granted, I don't know your whole situation, but from what you have posted, you sound to be in NO position to have a puppy, no matter how good you intentions.

I am sorry you are unable to work but a puppy/dog will need regular maintance which will require money. Maybe you should think twice about getting a puppy

If you cannot afford an adoption fee, how will you afford the basic medical upkeep, plus decent quality food, etc.?

All I'm saying, just make sure you can financially afford a puppy, before you get one.
