You could check with a local High School shop teacher. In Florida we have adult education classes at high schools. They sometimes have woodworking classes, where, for a small fee you can go once per week and use the shop woodworking tools. They would have an instructor there to show you how to use the equipment.
You could also find a "handy man" type person who could cut what you need.
If you are doing small arts and crafts projects, it might be worth investing in a saw. A band saw can cut curves as well as straight lines. Go to sears and talk to someone about what you need to cut.

As usual, it all depends on what you're wanting to cut. I'm a remodeling contractor in CA so I cut my own. I know that lumber yards will typically make rough cuts for you for a fee. The easiest option is to get with someone you know that does own a saw and knows how to operate it if you don't want to buy a saw and learn yourself. Good luck.
