Neutering only stops marking if it is done before the 6mo age marker. People often refuse to tell others that.
The best answer is a bellyband. It will stop marking and other unwanted mistakes on your carpet.

Getting the dog neutered is not an instant fix. You have to train the dog. If you catch him in the act, say NO very sternly. You can try the squirt bottle approach or the loud sound of coins in a plastic bottle. This will let him know that its not acceptable. Put him right outside as soon as you see him do it or if it looks like he is going to. Reward him for being good so he knows that going outside is a good thing.

Neutering has nothing what so ever to do with housebreaking. The only thing that works is spending time with your dog outside and praising them when they go. Set a time and put the dog outside every 15 minutes when you are at home. Leave him in a kennel whe you are not, and do not touch, speak to or praise him until he goes outside and does his business. Then love on him. I have two dogs now and through the years I have house broken many. The only thing that works is time and consistency.

You will have to start training by taking him outside about every two hours and immediately after eating and drinking to the SAME SPOT to go potty. Teach him a command so that he knows to go. Like "go potty" or "hurry hurry." In the mean time, get a black light (its Halloween so they should be easy to find) and go through your house looking for all the spots where you can still see the urine. You will have to get one of those cleaners that eliminate biological compounds (scent) (white vinegar works too just be careful of the surface) because he is smelling the scent he left before and thinks it is ok to mark it again. After you eliminate the smell, he should only go in his spot outside because that is where he will smell it and associate going.

Try crate training your dog. It sounds like he's scared of something or maybe mad at you for leaving him alone during the day. Be an involved pet owner. Get your pet to a good group training where you're involved in the process

Have you tried housebreaking him?
Neutering will stop male dogs from marking their territory, which is not the same as going to the bathroom.

if he is housebroken (trained not 2 go in the house)take him 2 the vet, he might have a kidney problem.if he is not housebroken then house break him.

Training does - tell him "NO!" every time you catch him lifting his leg indoors and take him outside.
