How do I locate someone to take over there car payments?

They must sign over title to me once it is paid for.

put an ad in the local paper,online seller like kijiji

Advertise for a desparate soul who is ready to get their car reposessed. I doubt that they will sign over the title when it's paid off unless you have a written contract with them.
