I was not following him-he just did not know what he was doing. HOW can I fight this ticket? please help

You can fight the citation by pleading not guilty, and having your case heard in front of the Judge. You'll have an opportunity to prove that the Officer didn't know what he was doing.

I assume CHP means California Highway Patrol. In California, a judge may allow you to attend traffic school instead of having points added to your license. "Following too closely" means "driving too close behind"; it does not matter whether you were "following" in the traditional sense of the word or not.

You can't, and it's really stupid to try. You claim he didn't know what he was doing? Obviously he did, he ticketed you for following too close. Following too close means tailgating. You were probably right on his bumper and that's certainly a ticketable offense in any state.

You won't win on a tailgating ticket. It is a judgement offense and the judge will go with his judgement over yours. You will then get to add court costs to the financial situation.

I am pretty sure he knew what he was doing, especially since you do not seem to be able to explain what you were doing very well. Just pay the fine.
