Water in basement under the stairs only. More water when it rains. Should I be concern w/ the foundation ?

Foundation wall is wet at times. Water is only under the stairs. House is almost ten years old. Who should I call? The builder or the plumber???

Yes, be very afraid!!! Water anywhere it doesn't belong is THE great destroyer. Fill in any cracks in cement and back fill ground away from the house. These two things can have a huge impact. There are Basement and Foundation companies that specialize ( can you say $ ) in these type problems. Always get three estimates to weed out opportunists.
