Etiquette dictates you attempt to spare others from the double-dippers violation. If you can at all possible REMOVE the dip to be discarded, then do so. If the dip is such that the "violating area" can be removed by the judicious dipping of another chip... and then discarding that chip/dip, then do so. The double-dipper should be quietly spoken to over in the corner of the room and reminded that his/her behavior is unacceptable on public HEALTH considerations. If the violator refuses to comply, then the host(ess) should be informed... again, quietly... of the person's misbehavior.... and that your concern is for the health of his/her guests! Then it is up to the host(ess) to deal with the violator as they see fit. If they do not remove the person if the person continues to double dip, I would strongly suggest you remove yourself from the situation. Too bad that the minority can spoil things for the majority who behave themselves, but isn't that always the case?

Have a polite day.

I'm not afraid of cooties. Unless you know the person has mono or something, it shouldn't be a big deal.
