Screeching can come from alot of places...

If its screeching when you apply the brakes, good chance those are the problem.

If its screeching when you accelerate its most likely an old belt, a pulley bearing failing, or the tensioner for the belt is not tight enough (not sure if a Lupo has self-tensioning belt, or old school manually tightened adjustment).

Highly doubtable the timing belt/chain would be screeching. Failure of the timing belt generally leaves the car to stall or renders it lifeless.

If fan belt, with ENGINE TURNED OFF, get either a piece of soap or even liquid soap and locate the fan belt, rub it along both sides of the v of the belt that runs through the pulleys, turn the engine back on after you are done. If the squeal stops it's the belt. Else try the power steering, fluid may be low. Else, maybe the Clutch?

Sounds very much like fan belt. If it is adjusted to it's limit, fit a new one. Do not put any sort of 'belt dressing' or any sort of lubricant on it, as the belt will still slip, but you won't be able to hear it.

If this noise only happens when the wheels are in motion you may have a small stone lodged between the brake disc and the cowl. It's a common problem and you can usually dislodge it with a screwdriver.
