sounds like a pair of crimps but i couldnt be sure ordinary pliers might do though or it could be split ring pliers like these

You are looking for a Hay Wire Twist tool, I just did a google search and there are several references to this, including one that shows how to make one using just a flat washer. Try looking at looking at Jann's Netcraft, they carry a complete line of lure making tools
