How do these two rounds compare on terms of accuracy (from a 4 inch barrel), recoil, and velocity? Also, would a .32 H&R Magnum be suitable for deer hunting?

Accuracy would probably be about equal. The recoil of the .32 H&R would be less and velocity is much less. The muzzle energy of the .32 H&R is less than 1/2 the .357 and about 2/3 of 9mm parabellum. It is a little more potent than the .380. The .32 H&R Magnum is inadequate for deer hunting. As far as I am aware, no state allows the use of the .32 H&R for deer hunting.

Most people would consider it a marginally adequate self defense round.

Think of the .357 as a giant, and the .32 H&R Mag as a midget, in terms of power and strength.

357 Magnum is # 1 and is the appropriate one for that purpose.*
