From your other questions, you indicate that your husband is a Mexican citizen and that you recently married him. There are many restrictions to the Earned Income Credit. The denial of the EIC may be related to his citizenship or residency status, and whether he had any qualifying children.
If you and he had children together in the US, those children may be his qualifying children. If you had children which were not his, and you were not married when he filed his tax return, he cannot get EIC based on those children even if he lived with them and supported them.
If your husband and you go to a tax prep place they will be able to see if your husband was eligible for EIC and if an amended return can correct the problem. Otherwise, he will have to pay back the EIC. If he filed a joint return with you, you both are responsible for paying back the refund.

There is no such credit as "personal income credit." Are you referring to the Earned Income Credit? If so, that's based upon your earned income and other income as well as the number of dependents you have. If he improperly claimed it, he'd need to return the overpayment to the IRS. (And if you filed a joint return, you're BOTH liable for the repayment of the debt.)
If you'd post more details, such as what the letter from the IRS said, maybe someone here can give you a better answer.

Personal income credit? What is that? What type of credit? Sounds like he listed some credit he wasn't eligible for, so they are making him pay it back. Please post again with more info on just what this credit was.
