Ahem, I believe I have the answer! It's easy really
12 = XII in roman numerals, and when you remove the bottom half, you get VII, which is 7 in Roman Numerals!

you divide 12 into 2 parts, 3 and 4
because 3 x 4 = 12
3 + 4 = 7
So you have divided 12 into 2 parts of 7
