The main application for a steam in shell/water in tube exchangers is for steam condensers located downstream from steam driven turbine generators as used in power plants. These exchangers condense the low pressure steam exiting the turbine genrators before sending it back to the boiler to make make more steam.

The main use for water in shell/steam in tube exchangers is for heating water for industrial, municipal, and household use.
We used to install piping coils in large water tanks thru which we would circulate steam to heat the water in the tanks and keep it from freezing in the winter, or to keep it warm for industrial uses.
