the 16 is the guage or thickness of each conductor and 3 is the number of conductors in that cable. if you cut it open , within the cable you should have 3 conductors plus a ground wire. Should not exeed more than 15 amps or so.

16-3 is a heavy duty cord in shorter lengths,
(under 25 ft.).
It'll take 20A. power tools and such for intermittent
use.
I wouldn't load it above 10A. for anything thats on
for longer periods of time though.
