According to this, you are healthy and in the normal range.
Don't worry to much about your weight.
What you want to worry about is if you eat the right foods and exercise enough. Health, not weight, is what matters.

Some people are thin because they have a fast metabolism or a small frame. It may be genetic. If you don't have an eating disorder, it is NOT a problem.

As an adult, 105-120 is a good weight for someone who is 5'3 but at your age I wouldnt be too worried about being only 98 lbs

It depends on your height and your frame. Generally, a 5 foot woman should weigh 100 pounds and gain 5 pound for each inch after than. So you should weigh 115. But consult a doctor. It also depends on your genetics

I would say that you are a little too thin. My daughter is 5'3" and she weighs closer to 130. She certainly doesn't look heavy and she wears (depending upon the designer) between a size 5 and a size 9.

It's too skinny if you are artificially at that weight by rigid diet and exercise, it's fine if it's your natural weight

I would say so. Gain a few pounds or at least do not lose any weight.
