No. Witches (wicca) are a pagan religion and don't practice out of body. There is no real evidence for out of body experiences, and the people who claim to do so report that they observe , but do not interact.

there are reports of people astrally projecting .. having OBEs
but I am unsure that they would be able to interact in a physical way with the environment

I don't know of any connection with witchcraft, but there are stories of people astral projecting, sometimes in times of extreme stress. Sometimes they can communicate while they are in the astral projection.
