United States Government is prevented from allowing supply of nuclear capable raw materials, machinery,equipment as well as technical knowhow by any US entity whether private or public sector to any country which is not a signatory to Non-proliferation Treaty.( NPT). Even transfer of dual use items such as super computers etc.(which can be used for Nuclear purposes) are on prohibited list.
Bush administration wanted to wave these condtions laid down under US Atomic Energy Act of 1956 and as such enacted a special,act known as Hyde Act which permitted the US President to have special powers to allow such transfer for Civilian use purposes only to India under certain terms & condtions.
The terms & conditions have been laid out in a bilateral agreement signed by India & US Government which is known as 123 agreement. Now the 123 agreement has to made operational by India after undertaking some negotations and agreements with IAEA and NSG.
Many political parties in India including the Left Front are opposed to this deal. The Left front which has anti-Americanism as its basic philosophy, is opposing the Deal on the plea that this deal will make India a client state of US and thus will make us lose our independent foreign policy.other opponents of the deal also are toting the same arguement which makes an emotional appeal to all Indians.
The Manmohan Singh led UPA Government is not in a postion to go ahead because the Left front has threatened to withdraw supppport and bring down the government which means going to elections ahead of schedule. Politicians within the Congress party as well as many if its allies such as RJD, NCP, DMK etc. also are not interested to face the polls at this stage.
Hence the Deal has got stuck and is not moving ahead.

What nuclear deal are you talking about and with who? Any information you could get would be available on line once you figure out what you are asking and any additional would be either classified or what some one thinks. ut really have yo say who and what to get an answer.
