In the case of steel bb's, no. Iron oxides are common in soil, and after a couple rains, that's what they become.
Plastic airsoft bb's arguably are litter, but in another way, they are simply artificial aggrigate (stones) that will sink into the ground over a period of a few months. If this bothers you, there are bio-degradable airsoft bb's now becoming widely avalible that will break down entirely after exposure to sunlight and moisture.

NO..Shooting BB's by itself isn't littering, but you must pick up any trash or paper targets,cans etc that you may have been shooting at and make sure they wind up in the trash.Other than that I really don't see how shooting BB's could be "littering" by anyones streatch of the imagination......
