their mother probably thought it was a safe place for them. they are too little to have wandered anywhere.

I think the mom was pregnant and maybe she was wandering around, needed shelter for rain or something and happened to have her puppies in the sewer pipes.

If you are referring to the video on the front page of Yahoo, I really don't think they were "stuck", I think the ***** just had them in a bad place. Then the owner wanted them rescued.
