Ian Hislop is good at satire and he goes after Paul's partner, who usually has some topical problem or issue.
Paul Merton is one of the quickest wits on television or radio. If you've not heard him on Just A Minute on radio 4, then you've not heard him at his best. He bounces off comments from others, or from the pictures in HIGNFY.
The programmes success is partly due to this balance of humour between the two. If the guests provide funny comments, then it's a bonus.
The bit I don't like is the presenter reading out scripted funny lines about the news. They often repeat things that have already been amply covered by the two teams. I much prefer the ad-libs, which is what live television should be all about.

I think Paul Merton is funnier, but more zany. Ian Hislop is funny but more subtle and does more "in" jokes, but both are good, but I also liked it when it was chaired by Angus Deaton.

I don't think one is funnier than the other...they both have their moments. Hislop is a bit subtler than Merton, who has a very abstract humour....so I like both....it is even funnier when they are funny at the same time.....

I really don't find either of them funny.
Both have a silly way of looking at the camera when the punchline has been delivered as if they thought we wouldn't notice if they didn't point it out to us.

I would say wittier. His humour is quite dry and not always easy to get.
