3-GIMP,Photo shop Lite/Trial,
4. www.freedownloadmanager.org is a good site to resume downloads if your Internet fails. I have been using it for months.

check out download.com as they have categories for the top 3 things you want. as for the 4 one i would say to check you wireless signal if your on a wireless network. if that doesnt help contact your ISP
