NOPE, If the image is low res, esp on video, nothing you can do except find a bettewr quality file to download.
Be quicker to donwload a better quality rip than try to run a recode the "imagine in" detail, and GUESS at what it needs.
Find a file with higher res and higher BITRATE

Not really (that is, no clicking and automatically getting a high qualtiy detail). The problem is based on the image being made up of pixels. (More pixels can mean more clarity, but if the shot was out of focus, it's still a crummy image). You can enlarge an image and manually use a picture editor to sharpen a blurred image (like GIMP, which is GPL). You can also manually retouch, but right now computers can't touch up enlargements like people can. Remember the swirled face (alleged to be that of Christopher Neil) that was so crummy on the news? If we had such impressive technology, that picture would have been much crisper
