I had a J-1 Exhange student visa to work over the summer in the US. I came back to the UK before my visa expired and hence didnt outstay my welcome. After only a month being back home however, I wish to return to the US for only three weeks to view US universities, NOT TO WORK. Is this possible?

If you're a UK citizen, then you won't need a visa. You could come in on Visa Waiver. You don't need a student visa to look at US schools. If you're not a UK citizen, then a tourist visa would be appropriate and you would need to apply in London. Just fill out the application truthfully and tell the interviewing officer what your intention is. While there's never any guarantee that you'll get the visa the fact that you did what you were supposed to do on your J visa will help your case.

You should be able to on a regular passport. Since your not coming back to US for education and working to support yourself just yet, should not need to reapply for the Student Visa until you are coming back for that purpose. My advice is to contact the US Consulate or Local Passport offices to find out the best way to do what you are seeking. I am sure that they can answer any and all questions you have about returning to the US.

If you are a UK citizen, no problem, it is a visa waiver country. The only issue is if you start using the maximum time over and over so it looks like fraud. What you are doing doesn't look like fraud to me, unless there is something you aren't telling us.
