(Sorry if it seems like a dumb question)...

I know aviation enthusiasts can use them to tune into airband frequencies but can you get ones where you can transmit a message via a handheld radio to a particular frequency?

Any recommendations where to buy cheap but efficent airband receivers/tranceivers?

Any information or advice is much appreciated.

a receiver receives, a transceiver receives AND transmits.

airband transmitters (as are all transmitters) are regulated by the FCC. Airband transmitters would be especially sensitive as would fire, police, etc. Therefore, unless you are an air traffic controller operating from an official duty station, don't even think about it.

Bill R is right on. Pilots have enough to do without somebody trying to engage them in idle chatter. You could get into a world of trouble. Interfering with a flight crew, interfering with offical aircraft communications, etc.
