First you must determine what country you live in. Normally that can be done by asking your neighbors. In your case you may wish to discuss the matter with the "staff" as your neighbors may have the same level of understanding as you seem to have.

This question makes no sense. There is no group certificate, whatever that is. involved with US federal taxes. What are you asking about?

Group certificate? Not sure what you are referring to there. If you mean your social security number, you need it - but you don't necessarily need the card. You can get the number, and a replacement card, from a social security office.

Sorry but a group certificate has nothing to do with US taxes. A group certificate would have something to do with insurance, not taxes. Please clarify your question.
