If she is going to live in the US depending on your State she will be required to take a driving test,.So even if she gets a DL in her home country she will probably have to take a test here for a US license.
I was allowed to drive on my British/EU license for one year in my state then I had to take a test here. Otherwise your car insurance is canceled, and if you get pulled over by the police then you are in trouble!

Have her get an international drivers license in the Philippines before going to the States. It's easier that way. My cousin did that before going to the USA.
EDIT:
What in the hell??? What's so wrong with my answer to get a thumbs down? I was just trying to be helpful with info from a personal experience which worked!

HOW DO YOU KNOW ITS MORE EASY THE? HAVE YOU TRIED IT BEFORE? IF NOT THIS IS YOU WANNA DO, EVEN SHE GETS LICENSE THERE SHE STILL HAVE TO TAKE THE TEST HERE ANYWAY, I AM A PROFESSIONAL DRIVER IN PHILS. TOO, BUT I STILL HAVE TO GO TWO TIMES TO TAKE THE TEST BECAUSE I FAILED TWICE HAHAHA... TELL HER TO START LEARNING TO DRIVE SO IT WILL BE EASY FOR HER ONCE SHE GETS HERE,, I THINK YOUR GIRLFRIEND DOESN'T DRIVES YET, THAT'S NO TRUE THAT ITS MORE EASY HERE IN AMERICA OK? IN PHILIPPINES IF YOU KNOW HOW TO DRIVE AND GO TO THE LTO, THEY WILL GIVE YOU A DRIVERS LICENSE IF YOU PASS THE TEST. ITS NOT LIKE AMERICA, IF YOU MISSED ONE QUESTION IN THE FIRST 10? YOU'RE OUT! IN PHILIPPINES? ALL YOU HAVE TO DO IS DRIVE AND THEY GIVE YOU A LICENSE, HOPE THIS HELPED YOU,

Can't be done. She have to be familiar with the U.S. driving laws in the state you will be residing. She also has to be able to pass a driving test according to the standards of the testing agency she applies at. They are not transferable from other countries.

I think if she has a liscence in the Phillipines, she can get a temperary liscence here in the US. That should hold her until you are married. Otherwise I would suggest just contacting the Dept of Motor Vehicles in your area, they will tell you the procedures.
