They can certainly trace the registered owner of the car. They must then establish who was driving the car at the time of the accident. They would not automatically arrest you until they have some proof that you were the driver.

You misspelled "scene." Police have to have probable cause to arrest anyone. The plate number only tells what car was involved. It does not show who was the driver. If you own the car, the police will assume you were driving it.

they can arrest you if your license matches a vehicle that has been stolen or is believed that it was used in connecion of a crime, or your license was photographed by one of those cameras that catches speeders in the freeway
