Getting a filter will not stop the flickering.

To reduce flickering you need to increase the refresh rate of your graphics output, this basically re-draws the screen more frequently, which reduces the flickering effect.

You can alter the refresh rate by going to Control Panel -> Display -> Settings Tab -> Advanced Button -> Monitor Tab
Alter the value selected in the Refresh Frequency drop down box, the larger the Hz number, the more the flicker will be reduced.

When doing this however note that your monitor may not support a selected refresh rate, when you OK out of the box, it will warn you of this. It will switch to the new setting and then switch back after a few seconds, if the display changes and is still OK then you can click OK to save the changes. If your screen goes black/ switches off then the refresh rate is not supported, windows will switch back to your old setting after 15 seconds.

If your monitor does not support say 75Hz then it will not support any number higher than that either, say 80Hz.

If the flicker is causing problems, it will still flicker through a filter! it will just be a different colour, why not get an LCD monitor, they don't flicker.

They sell glare reducers at most office stores....try Office Depot.
