I am 16 and my head is too small for my body!

Probably. Most people end up with reasonable proportions. You may not like something about your body, but that doesn't make it abnormal. Children (especially babies) have bigger heads compared with their body size than grownups do. Chances are your body is just growing into your head, becoming normally proportioned for an adult rather than for a child, and that seems odd to you because you've never been an adult before. But I can't predict anything, and I don't even know what you look like now -- maybe you really are extremely small-headed, but that's unlikely.
