Because if it was know that they were about to happen, corrective measures could be taken, so that they wouln't happen. Then there wouldn't be any! Then you couldn't ask this question. IOW - You can't be warned if no-one knows something is about to happen.

There are two types of blackouts.One is caused by transformer or power-line damage.An example would be high winds pushing a tree onto a high voltage line and severing it.The other is high surge of voltage leaking into a power grid and forcing the surge protector or breaker to shut that particular grid down before any damage can be done.Hope this helps.
