They used to use rags around the house. This is where the term "on the rag" came from. Back in my grandmothers day, they used old towels around the house. (I remember visiting her one year, and I didn't have any pads when I needed them. I actually had to use a towel until I went into town to buy some pads).
Before my grandmother's time, they used to use scraps of old material not needed anymore. This could include old clothes, bedspreads, curtains (remember they had thick curtains back then), etc.
And yes, all of these from the towels, to the other material had to be washed (and remember, many did not have access to the modern washing machine). :-0

Back in the early 1900s, people would use either washcloths tucked into their underwear or they would use this special strap on pad that looked ridiculous.
In some cultures, women would eat their period blood or the males would and in other cultures, the women would make pads out of bird feathers and mud/clay.

Have you ever heard the term for a girl ( on the rag) they used to use rags from old clothes and such and just roll them up and put them in their underware. That is where that term came from.

well my grandmother didn't have any pads at that time so she told me that at her time women would kinda stuff either towels or rags in their underwear to soak up the blood and then wash it away
