Vegas is a big bowl, so anyplace, or park near the outskirts where you're on higher elevation will be a good place. Maybe watch the rise from the westside of town, and the set from the eastside of town, there are a few places you can stop and park on Hollywood (that's a street that run north to south)

Anywhere outside the main part of the city ... downtown and the strip. The valley is surrounded by mountains and you get great views from just about anywhere. The further south the better since the sun is more southern in the sky. I have some great photos that I took of both the sunrise and sunsets. Won a few contests with them. Usually don't have clouds here so you have to wait until the clouds are present to get the best experiences.

Do you live in Las Vegas? If so, I have a huge list of great places to watch the sun come up/down!
One of the best places is out in Desert Shores. Stand atop the main bridge and wait for it. It is absolutely stunning. Best if you have someone to kiss while out there. :P
Atop the Eiffel Tower at the Paris. Amazing at sundown!
Red Rock Canyon! Drive past the main entrance and on the right side is a little place to pull off to take pictures. It is absolutely the most stunning place to watch the sun go down! Phenomenal!

Go west on Charleston Boulevard towards the Red Rock Canyon Recreation area. You will come upon Bonnie Springs Ranch. There's a coffee shop/restuarant there with a big open-pit fireplace. Grab a cup of coffee and watch the sunset. A caveat for males: Don't wear a tie. They will take it from you and hang it on the rack.

Go to Hednderson. Seven Hills on Eastern Avenue. It is high so you can get some great vantage points of both the sunrise and sunset.
I live in the area.

I don't know about the hours of operation, but a great place would be atop the Rio at the Voodoo Lounge. It's a great location and you can see so much of Las Vegas.

It's been a long time since I lived there, but out by the lake used to be the best place. Failing that, one of the high rise hotels would give you a pretty spectacular view as the sun rises. Sunsets...not so much, but possibly okay.
