Because its more or less the least inconvenient time - the majority of people are at home in bed at 2am on a Saturday (the one still out are so drunk they dont know any different) very few people are working, or travelling. So we can just change them before we go to bed or after we get up without it being inconvenient eg having to work an extra hour.

Changing the clock at 2 or 3 am avoids problems of having too many (or too few) date changes. Also, fewer people are up at 2am, so it's less of a problem for people.

because it would change the day. if the clocks went back at any time b4 1am then at the moment of change over it would suddenly be saturday again

has to do with people and their work schedules and bars being open that kind of stuff . they picked 2 because most of that is over or if graveyard shift it wont really affect anything.
