The maximization of GDP per capita, is usually the objective of development theory. It is assumed that this would reduce absolute poverty. In the past most efforts to help poor nations was aimed at developing an industrial base ignoring the effects of inequality. These programs were not very successful and more recently the are more programs aimed at direct improvement of the lives of the poor as a ground up approach to improving productivity, This could be thought of as reducing inequality in practice, but the aim is still the reduction of absolute poverty.
