It's got nothing to do with cleaning out the cupboard. Throw out the flour and when you buy the new ones, put them in a tupperware or any other holder and store it in the freezer instead. You can use the flour directly out of the freezer like that, but best to maybe take it out about an hour or so before you want to use it. It's happened to me a few times as well before I started storing it in the freezer. You might wanna buy your Mary a chocolate to say sorry for telling her about cleaning out the cupboard more! lol!

Weevils are often found in dry foods including nuts and seeds, cereal and grain products. You usually find them while opening a bag of flour although they will infest most types of grain including oats, barley and breakfast cereals. She should check all her other foods after throwing it out. She may have bought it from the store with these pests. Here is an article that may help in the future.

These were probably in the flour when it was packed, they just 'developed' during storage.
Throw the flour it out, (or sift out the wee critters lol)
clean the cupboard, (in case any escaped)
check other dried food you have to see if it's infected.
buy Mary a tin or jar to keep flour in.

I store my new bag of flour in the freezer untilI I'm ready to start using it. Then I put it in "lock tight" storage boxes and store it in the refrigerator.
Placea few whole bay leaves in the pasta container.
Throw out the flour with the little buggers in it.

It's always good to have an incentive to clean out the pantry more often, but chances are that wasn't the cause.
I live in a hot humid environment, in Central Florida USA.
Since I've been put bay leaves in my dry goods that i store in the pantry, i've not been plagued by any critters.

You can't use the flower. But never fear it's not you fault. Just put a Bay Leaf in any canister with grains such as flour, rice, beans and they will keep nicely.

The microscopic eggs were there all the time, even if its hermetically sealed. They hatch into worms if you leave it too
long. Best to keep flour in the freezer.
Unless you want the added protein, best to throw this lot away.
