The banner?

The hand?

The car?

The whole site?

What?

If it is the car, this is how I would do it in Photoshop.

Do a "save as," renaming the file so that I would not work on the original image of the car.

On the copy, I would do a "select all," "copy," and "paste." This creates a duplicate image in a new layer.

Hide the top layer.

In the bottom layer, I would select the area of the frame with the freehand selection tool. (lasso)

Invert the selection, so that everything OUTSIDE the frame is selected. Then delete it.

I would, then, finish the white border of the frame.

Fill the rest of the background in the gray color.

Hide this bottom layer.

In the top layer, I would "mask" the car, with as much detail as I can capture on the edges.

Delete everything but the car.

Show both layers.

Image is done, except for converting it to a suitible web format, such as jpeg.

If you mean the hand, it's a different process involving "Posterizing," "finding edges," and a conversion to greyscale. Some one else can flesh out the process for you.
