This Q has been debated. Apparently some of the higher command put together an invasion plan but the generals in the field advised against. I think their plan was to blockade Australia and NZ with their (then) superior navy. This would have prevented the US using the Antipodes as a base and would also cut off NZ and Aus supplying food, troops etc to Britain.

Autralia being such a vast nation would have required the use of 10 full divisions to keep under garrison. The Japanese did not have them spare and so a decision was made not to invade. Besides, the mighty Aussie Diggers gave the Japanese their first taste of defeat on the Kokoda track in the Owen Stanley Ranges of New Guinea. After that, the Japs never had a chance to invade, especially when faced with crippling naval losses at Midway and Coral Sea..

the main acceptable reason grow to be that aside from small naval forces used very like our Marine Corps and an exceedingly few eastern military divisions, notably much all of the eastern military grow to be in contact in an exceedingly great and bloody conflict in China. maximum of what grow to be left of the army grow to be held on the Manchurian border with the U.S. to ward off the U.S. from grabbing Manchuria. Even after the political reaproachment between Japan and the U.S. in 1940 after the border conflict, there grow to be no love lost between them or perhaps much less have faith. to triumph over the huge land mass of Australia could want the eastern military to launch many divisions to the administration of the army, and the army basically might desire to in no way look to discover the divisions, the logistical help for those divisions, or the desire to furnish the army administration over what could be an significant element of their adult adult males and officers. the eastern military and army spent as plenty time scuffling with for administration of the different as they did scuffling with the certainly conflict against the Allies.
