If i buy a flat screen for my laptop, can i also use it as a TV?

I want to connect my laptop with the monitor and i can get a wireless keyboard and use it like a desktop. More importantly, can i connect cable to it so i can also watch it as cable TV?

If you buy just the LCD monitor you need to buy a TV box like this so you'll have the tuner where you could connect CATV.
