I have been considering to build a fallout shelter but I don't know weather the city would allow me to do that. does anyone one know how hard it is to get the permission and how much money I'd have to spend to get it? I am also planning on building it myself and will the city allow me to do that or do I have to hire a professionals?

Yes you need permits. You also have to know what is buried where you plan to build. Since you live in Escondido, I hope you folks came through the fires alright. I have a daughter there that had to evacuate, but is back safe and sound.
I am also betting that you do not have a basement. You need to know where the water table is, so don't listen to those that say skip the permits. You will be allowed to build it yourself, but expect to have an inspection.

Fallout and bomb shelters havemainly been built without permits. Secrecy is a necessityn to make them functional. If your neighbors know and the need comes they will tear your door off to get in. There aqre builderws that do the work and without permits. Expect a basic modular fallout shelter to run between $35,000-$40,000 and suitable for 4 people.

Check with City Hall for the required ordinance. Unless you live on a farm somewhere, you will have to obtain professional plans, and have them approved before construction can begin.

Obtaining a permit to build any kind of shelter means there will be a PUBLIC record. That's the last thing you want. Should the need arise, you would have to expend a lot of ammunition to protect yourself and your family from all the others who will will be trying to break in and share it with you.

But I didn't tell you that, now did I? I wouldn't want to be accused of encouraging you to break the law.

build it secretly. make it accessible from your basement. becuz how cool would it be to have a secret bomb shelter!
