Carbon build up is common, and not a disaster. You don't want a lot, but some is not a bad thing. It is a good indicator that the rings need looked at. If you know nothing about servicing it, go to a local repair shop and ask for help, or a friend who knows about engines. You have what is commonly referred to as an L head engine. Before you put it back together you need to get a new head gasket, and ask the shop for the torque and pattern for the head bolts. You might want to get your hands on the Single cylinder L head Service manual from Briggs & Stratton. Good Luck.

why did you pull it apart in the first place?
i sounds like you are a complete novice (thats not a bad thing, we all started there once). forstly, get a manual from the egine manufacturer (if its a briggs, ring briggs and they have a giant bible sized manual that covers them all for quite a reasonable price) and find out the names of what ytou're looking at.

as for the actuall question, if the engine has been in service for a while, carbon buildup is common.

take your time and use the manual and go step by step. you are embarking on a fabulous world of discovery; have fun
