Do you mean make your own? Well to make a successful commercial MMO you will need a couple million dollars, a decent sized staff, and a lot of programming experience.

It is very hard.
Five years ago, I started the Phoenix Dodge City game on my site: www.skytargets.com.
I went up to 4500 users and used 3D interaction using Adobe Atmosphere. Then Adobe discontinued the product and I had to close the game.
Now I am re-designing it from scratch. Already more than six months, and not much progress: finding the right 3D multi-user interactive coder and player is a nightmare!
The chat is working fine, the newspaper (the Gazette) works nicely. Fiding reporters is hard: no-one is ready to spend a few hours writing an article - for free...

I do it for MY fun, not for money: I can never recoup my time, and I have over 35 years programming experience...
