the movie is kind of old around 1998 or so anyway it's about a California surfer boy who has to move in with his aunt, uncle, and cousin in Wisconsin because his parents are doing some research in the Amazon or something. well if anyone know what i'm talking about let me know PLEASE.

How about Airborne (1993) about a surfer boy who moves in with his aunt, uncle and his red-headed cousin in Ohio. He gets talked into playing hockey against these guys and falls in love with one of the guys sister. They have a street race on rollerblades...

Sorry! I really thought I knew exactly the one it was, but the title I checked doesn't match up. It still "rings a bell" with me, but it probably won't pop up in my mind till after everyone else remembers it.
The posters above and below refer to these films, except in the first, he goes from Hawaii to Vermont, which doesn't match what you have. Here's the info for those two films.

Airborne the cousin is played by Seth Green and one of the other kids in the school was played by Jack Black..
I loved that movie.. I thought it was Ohio though.. I don't remember, but it was the middle of winter and he brought a surf board with him.. that was great..
