What it means is that the serial number has already been registered and if it is trying to be used again it is pirated.
Or it could mean that some users offer some of the high dollar software for sharing which is not legal, and doing so users are unable to open these softwares that are key coded and when they try they recieve a message that the serial number is pirated and already in use.
