That's a bit higher than average. If the people are providing good service, it's a reasonable price. Good services in this case should include server side XML data support.
If it's a barebones account, you can get these things for about half that price.

Yes, it's a good deal.
But it better have at least
100MB space
2,000 transfer of data
cgi/php all that good stuff. Otherwise it may be too much. I do webhosting and I typically give 5 times as much that for $50 a year. Ask me any questions
