I think it's just because some guys wonder what it's like to be a girl & Halloween is that one time during the year that a guy can dress-up as a girl and not have to worry what other people think. I also think more guys should try dressing up in girls clothes or costumes for Halloween. I found out when I was 13 that it as more fun to dress-up as a girl for Halloween than a guy and I've dressed up as a girl every Halloween since then. And I always find it fun to see how many other guys I can get to dress-up like girls for Halloween too, there are a lot of guys who want to dress-up like girls, but all they need is a little encouragement or a reason and Halloween is the best reason, especially if one of your friends is already dressing up as a girl.

Because it's funny. A guy dressed up as a girl isn't something you see everyday (well, in most parts anyway, besides drag queens) and people get a riot out of it. The more over the top and absurd it is, the funnier...
Of course, it could also be that they're in the closet and it's their chance to dress up... you never know.

OMG I was in Austin one time and this really cute Latino woman came up to me I mean she was a knock out tiny petite big bust etc... A shape any woman would want then she spoke it was a dude I almost choked. I am a woman and by no means gay but if I had been I probably would have gone for her/him. But to answer your question I go for to cheap to spend money on a costume it's like toga a bed sheet come on. Oh BTW last minute invite to the party LOL
