yes the clock is stopped, but in that situation, depending on the level, there could have been a mercy rule

A delay of game penalty stops the and the clock does not restart after the yards are stepped off =. once the clock has been stopped with that penalty the clock is stopped until the next time the ball snapped to start the next play.

ALL penalties stop the clock when the play ends. If the clock kept going in error, the REFEREE should announce, after detailing the penalty that the GAME CLOCK SHOULD BE RESET TO (however much time should be left in that quarter). You probably hear that a number of times every game but most people never pay attention to it.

The clock doesn't stop, but it might stop long enough for the ref to explain the flag. The winning team can't do a delay of game every play because they would run out of downs. They just take a knee every play to accomplish that anyway.

I think it does just why the referee's announce the penalty, then it starts back up again. But either way the team that's winning can have the quarter back kneel, rather then have a delay of game. that will keep the clock going and they can keep doing that. as long as the other team doesn't have timeouts left!

Yes, I believe the clock is supposed to stop. I watched a game last weekend and the losing team did that, and actually won the game in the last few seconds because they had used all there timeouts, that's all they had left.

YES...for the time necessary to administer the clock(administrative time out) but it is started immediately after the stepoff and ball placement.
