The people in England feel English first, British next and maybe when they think about it, European, but many feel more connected to the Commonwealth before Europe.
The Welsh and Scottish might be a little more Europe orientated, but only if they think that way leads to less influence on England on their own country.

People in continental Europe know they are part of Europe, mostly there are fewer layers of gouvernment before getting to Europe, or like Belgium, they see the European institutes.
Even the people in the countries that are no part of the European Union do know that they are part of the continent Europe, no way around it.

I am not sure about the people in Scandinavia, they seem to be Scandinavian before European.
